3. Introduction

As you can see I chose not to waste my time with fancy ASCII art
because that would take me (being a horrible artist as is) longer
than it would take me to write the guide. I am writing it in this particular
manner because I find it much easier to read this way. Hopefully
you do too. By the way if you choose to skip reading this you aren't missing
anything so go ahead. Also my computer has no comma key so sorry.

4. Warning (IF YOU DONT READ THIS YOU WILL SCREW IT UP)

A few pointers before you get started:
1. You must have the Broken Steel add on for this to work.
2. It is DEFINITELY best to start from a new game.
3. You will only get to choose three of your perks.
4. You must not have any bobbleheads.
5. You can't have blown up Megaton.
6. You must follow this guide carefully or you might get permanently stuck.
7. You don't want to read any aid books during this. However you do want to
stockpile them somewhere. I choose the trash bin behind Flak and
shrapnel's in Rivet City.
8. You don't want to get any stat over 80.
9. You won't be able to explode into a nuclear bomb when your health gets
below 20. Thats just the way it is.
10. You won't be able to hack any Very Hard terminals or pick any Very
Hard locks until you are Level 30.

5. All Skills - 100

Step 1: You want to start a new game. If you don't I can't guarantee your success. Sorry.
You will want your S.P.E.C.I.A.L. stats to be like this:
Strength - 5
Perception - 5
Endurance - 5
Charisma - 5
Intelligence - 10
Agility - 6
Luck - 4
It must be exactly this or you will run into problems later. This setup will cause the
game to be slightly more difficult so be warned.
Step 2: Things of Note: Early Missions
1. DO NOT pick up any Bobbleheads AT ALL. This is very important. Why?
If you get to Level 30 (or any other level for that matter) and have too many skill
points you will not be able to continue the game any further. You know how they
make you distribute every skill point before you continue? What happens if all of your
skills are 100 by then? You're screwed thats what.
2. DO NOT read any books. For the same reason as stated above. You do not want
to get to Level 30 and have everything at 100 already.
3. DO NOT pick up any S.P.E.C.I.A.L. bobbleheads either (except for Intelligence
which is already at 10) or you won't be able to get that stat to 10.
4. Whenever you level up DO NOT get your stats any higher than these:
Barter: 75
Big Guns: 45
Energy Weapons: 80
Explosives: 75
Lockpick: 75
Medicine: 75
Melee Weapons: 75
Repair : 75
Science: 75
Small Guns: 75
Sneak: 65
Speech: 75
Unarmed: 60
It may seem pointless but trust me you'll see why later.
5. Don't get your ass caught by the Enclave until you get to Level 30.
Reason being that that is the only chance you will have to get the
Energy Weapons bobblehead which would screw up this whole...
operation.
6. Don't complete the mission "Trouble on the Homefront" until you are
Level 30 or you won't be able to get the Medicine bobblehead.

5b. Leveling Guide

This is where it gets complicated so you'll have to pay extra attention if you
want to avoid the epic fail of being stuck at the "Welcome to Level 30" screen.
You may not like the way this works and sometimes minor variations of this
work but lets just say that it is in your best interest to follow this step by step.
This section tells you what perk you should take at each level and which stat
"caps" will change as a result. Hopefully its easy for you to understand. If not email
me and I'll try to explain it clearer but I'm not sure if I can...
Level 2 -
-Take the Daddy's Boy/Girl Perk
-The Cap for Science is now 80
-The cap for Medicine is now 80
Level 3 -
-Take the Daddy's Boy/Girl Perk
-The cap for Science is now 85
-The cap for Medicine is now 85
Level 4 -
-Take the Educated Perk
-No Skill caps change.
Level 5 -
-Take the Daddy's Boy/Girl Perk
-The cap for Science is now 90
-The cap for Medicine is now 90
Level 6 -
-Take the Gun Nut Perk
-The cap for Repair is now 80
-The cap for Small Guns is now 80
Level 7 -
-Take the Gun Nut Perk
-The cap for Repair is now 85
-The cap for Small Guns is now 85
Level 8 -
-Take the Gun Nut Perk
-The cap for Repair is now 90
-The cap for Small Guns is now 90

-Take the Little Leaguer Perk
-The cap for Melee Weapons is now 80

-Take the Silent Running Perk
-The cap for Sneak is now 90

-Take the Scoundrel Perk
-The cap for Speech is now 80
-The cap for Barter is now 80

-Take the Scoundrel Perk
-The cap for Speech is now 85
-The cap for Barter is now 85
Level 18 -
-Take the Scoundrel Perk
-The cap for Speech is now 90
-The cap for Barter is now 90
Level 19 -
-Take the Tag! Perk
-Set it to Unarmed
-The cap for Unarmwed is now 75
Level 20 -
-Take your choice of Level 20 perks. I chose Explorer. Just
don't choose anything that raises any skill.
Level 21 -
-Take another choice just not anything that raises any skill.
Level 22 -
-Take the Iron Fist Perk
-The cap for Unarmed is now 80
Level 23 -
-Take the Iron Fist Perk
-The cap for Unarmed is now 85
Level 24 -
-Take the Iron Fist Perk
-The cap for Unarmed is now 90
Level 25 -
-Take the Size Matters Perk
-The cap for Big Guns is now 60
Level 26 -
-Take the Size Matters Perk
-The cap for Big Guns is now 75
Level 27 -
-Take the Size Matters Perk
-The cap for Big Guns is now 90
Level 28 -
-Take the Cyborg Perk
-The cap for Energy Weapons is now 90
Level 29 -
-Your last "Choose A Perk!"
Level 30 -
-Take the Almost Perfect Perk
Now all of your stats should be at or around 90. When
you take the Almost Perfect Perk it should raise all of
your stats to at least 85 or 90. If not don't worry. You'll
just have a little more Book Hunting to do.
Next you will need to go get all of the Bobbleheads. There is
a great guide on IAPN FAQs on the locations of said bobbleheads
but I'm not allowed to post a link to it due to its Disclaimer.
But it is definitely worth checking out for this particular part.
Once you have all of the bobbleheads all of your stats should
be in the 97 - 100 range. Now all you have to do is go to your
book stockpile and read read and read some more.

5c. Method 2 (Thanks to vicious1211j)

This is only if you don't mind finding all of the books for each skill though.
Each special skill gives 2 points to certain skills for each level.
Which means at the end of all this players will be handed 20 points
for all 13 skills if they did the level 30 perk thing right. 13*20=260.
So thats 260 points we have in the bank already leaving us with 1040 to go.
Now you have the tag skills. The goat gives you 3 tag skills increasing
them by 15 points each. 3*15=45. Another 45 points in the bank
leaving us with 995 to go.
Next you need to figure the skill books. There is a different book
for each skill and 25 of each. 13*25=325. Now that's not hardly
enough so the players are gonna have to save using the skill
books until they have taken the comprehension perk which
will double the score. 325*2=650
That leaves us with only 345 points to go. What else is there you
say? The leveling up skill points of course! No matter how the
players choose to assign special at this point as long as intelligence
is at 2 they will have enough skill points in the end to get a perfect
100 on all skills. as you said before, just make sure they don't go
above 80 so that the special skills can fill the rest in.
So now at level 30 players have 10 on all special
and 100 on all skills and they only gave up 2 perks!

6. All S.P.E.C.I.A.L. stats to 10

Just go find the S.P.E.C.I.A.L. bobbleheads and the Almost
Perfect perk does all the rest for you! The perk raises all stats
to 9 so getting the bobbleheads after would raise them all to 10!

7. FAQ
------------------------------------------------------------------------------------
Q: Do I REALLY have to waste all my perks on this stupid crap?
A: No but you will have to find all of the books for each skill.
Q: I want to explode when my health gets to 20!!
A: Then you won't be able to get all SPECIALs to 10. Its actually
pretty difficult to pull off that Nuclear Anamoly crap anyway
because most weapons will kill you in one hit if your health
is below 40 anyway so its almost pointless.
Q: 1. THERES ONLY 20 LEVELS ASSHOLEEEEEEEEEEEEE! YOU
WASTED MY ENTIRE LIFEEEEEEEEEEEEEEEEEEE!
2. I'm stuck at the Level 30 screen. Is there anything I can do?
3. What Stockpile? You never said anything about a Stockpile!
4. I blew up Megaton and can't get the Strength to 10!
5. I just continued my game but my stats only got to like 90!
A: You should have read the warning.
Q: The Experimental MIRV sucks.
A: We all already knew that.

8. Extra Crap
------------------------------------------------------------------------------------------------------
First up in the Extra Crap section is my recommendation that you do this
on very hard difficulty. For two reasons:
1. It makes the game ten times more fun
2. More EXP so its easier to Level up.

8b. Starting out on Very Hard (or any other difficulty) Mini FAQ
--------------------------------------------------------------------------------------------------------
This is a simple step by step guide to starting off the game of Fallout 3
with minimal problems. I write this guide mainly for anybody having trouble
getting started on Very Hard difficulty but I guess it could work with any
other difficulty as well.
Escape the Vault. Then go to Megaton.
1. Talk to Lucas Simms about disarming Megaton Bomb.
2. Talk to Mister Burke about arming the Megaton Bomb.
3. Report Burke to Simms and give him the Fusion Pulse Charge.
4. Follow Simms to the Saloon and watch the scene unfold.
5. Once they both walk outside kill Mister Burke. No one will care. If
for some reason they do just load the autosave. If you don't kill
Burke be prepared for constant Hitman attacks later.
6. Take Burke's stuff.
7. Lucas Simms will be dead outside the Saloon. Take his stuff. You now
have a Chinese Assault Rifle instead of that crappy ass pistol.
8. Steal everything from everybody. From plates to forks to ammo (without
getting caught) and sell it until you have 1000 caps.
9. Hire Jericho as your bodyguard. He should be able to take down
anything you come across at least until you can get on your feet.
10. If you feel that you are strong enough go into the Armory with Simms'
key and take all the ammo there. Only problem is that there is a
improved Mister Gutsy that can kill you in one hit for a good portion of the game.
Thats pretty much it for this mini FAQ.
